"Job Holder" is a bit ungainly and not a noun phrase one will frequently encounter, in written or spoken form, in American or UK English. The word "Employee" is MUCH more commonly used.But to concur with the other responders to your query, YES, "Job Holder" and "Employee" can be understood to convey the same meaning.
