"Fast" and "quick" are synonymous as adjectives.
"Fast" and "quickly" are synonymous as adverbs.

Usage in America will be based on how you are phrasing your thought. Think of driving a car...

" He was (adj.) quick to offer to drive to the store. He ran (adv.) quickly to his car. He drove his car (adv.) fast. His car is (adj.) fast. He got to his destination (adv.) quickly."

Strictly speaking, fast is an adjective while quickly is an adverb. Fast refers to speed, and quickly refers to time. The confusion arises because American English speakers have no qualms about using fast as an adverb. British English speakers, however, tend to avoid that usage.
