I have always heard this in the context of trying to buy a stock or an index of the stock market as it is falling during a sell-off. If you buy while the stock is going down in price, it might continue to go down after you buy your shares, and so you immediately lose money (on paper). The thing is, you don't know when it is going to hit the bottom, so you take your chances and buy in as it is going down and hope to get it at a discount without losing too much money. It's like catching a falling knife... dangerous!
