Advice is a 'noun' (i.e. a person, place, thing or idea).
Advise is a 'verb' (i.e. an action word or a word that tells you what the subject is doing or undergoing).

For example, in the sentence "I need some advice for teaching a foreign language," 'advice' is preceded by an adjective, which 99.99% of the time modifies or describes the noun.
Another example: "I would advise him to complete his assignment." The verb 'advise' is preceded by an auxiliary verb conjugated in the conditional tense.
