totally correct , but the fourth phrase does not explain your real feelings . you have to explain more what exactly you did not wish .

Almost perfect. The first three sentences, i.e.:
I wish he were here.
I wish he could help us.
I wish he would help me.

... these are perfect. The fourth is incomplete but easily completed, for example: "I wish I had not done that." or "I wish I had not done it." Either variant completes the sentence. (also possible: "I wish I had not done so.")
