First of all, it's "Does anybody know..". And 'government procurement' is the procedure with which the government of any country acquire assets, tangible or intangible, over time, either by buying it from the owner or by force. 'Government investment', on the other hand, is spending money to buy or investing in any asset or business entity presumably to make profit for the government.
