Two cartoons that come to mind are "Arthur" and "Dora the explorer". I don't know if theses shows are the MOST popular right now, but they're still being watched by lots of kids and it's been on TV for many years.

A show that seems to be popular, though it's not a cartoon, is "Thomas and friends".
