"He likes the game" simply says the fact that "he gets enjoyment from the game".

"to take a liking to sth / sb / doing sth" - this is the process where you go from being neutral or even hating sth/sb/doing sth to where you like sth / sb / doing sth.

Generally, a continuous tense form is used for this expression, e.g. for the present simple form: "He is taking a liking to the game". This is what you'd expect for something that is continuous in nature.

You could use it in a simple tense form, e.g. simple perfect present "She has taken a liking to him." which indicates the completion of the process of "hate/neutral" -> "like".
