Isnt complex. The trolletbus works works by an electrical wire that it's in the street. If there is an electrical blackout in the city, the trolleybus wont work. So its very limited in the route due the wire. Meanwhile the Bus can take any route due the gasoline engine.

The electric wire of the trolleybus isn't "in" the street but similar to the overhead line of electrified railroads above the street. As the electric circuit can't be grounded like that of a tram, it requires two separate lines and two brush levers on top of the bus.
