in which case use " city" , and in which "town"?

Its all about the amount of population.
City stands for a big settlement like, lets say; New York City.
Town it's a smaller settlement and then there it's "Village" which is a really small settlement, like a rural one.

If the place that you talking about has a cathedral you use "City" for that place. But when the place doesn't have a cathedral it's called for "Town".

This answer is for Scandinavian countries.

    For exanple
    Beşiktaş’s Population is about 2 milions people so you can use the “town” for Beşiktaş.

    İstanbul’s Population is about 20 Millions people so you can use the “City” for istanbul.

    Turkey’s Population is about 80 millions people so you can use the “Country” for Turkey.
